public legislation
   Public legislation is applicable to the whole community rather than to some specific groups. It falls into two categories, government Bills and private members’ Bills. Most Bills that pass into law are introduced by government ministers, some high-profile ones having been trailed in the party manifesto and some enacted in response to events, such as combating a terrorist outbreak. Other public legislation may derive from European Union directives. The bulk of it comprises routine and non-contentious measures that have been in the departmental pipeline, following consultation with outside interests.
